In a 2018 survey Townsend said he "would be willing to sponsor a bill to end [cannabis] prohibition and create a regulated market."  In that same survey he said he strongly agrees that "a regulated cannabis marked would divert millions of dollars from gangs and other criminal organizations. He also strongly agrees that "cannabis regulation helps deter access to cannabis by minors" through programs such as "We Card." He also strongly agrees with the research that shows cannabis to be less dangerous than alcohol and tobacco. (2018)
