San Joaquin County Supervisor Kathy Miller voted in favor of putting a measure on the ballot to license an unlimited number of cannabis businesses in 2018.
Miller said setting a strict limit to the number of allowable cannabis businesses in the county would increase the monetary value of licenses, creating its own set of repercussions.
“Creating artificial value to licenses, we’d create a system that’s ripe for favoritism and corruption, and we also open ourselves up to challenges on equity issues because it makes it far more difficult for smaller retailers to have a chance,” Miller said.
