We need to have a plan.  I have reservations due to the wording of the statements in this survey.  There has to be a coherent way to regulate {while} omitting the possibility for a free-for-all.  Hemp must be tested to prove there is no THC.  I'm in favor of medical if prescribed by a licensed physician and the manufacturing and distribution is tightly controlled.  I believe in other methods {of rehabilitation} rather than jail time providing how many occurrences of arrest and quantity.
