Then, it should be a civil offense with a fine, not criminal.” While NORML would support reducing civil penalties for nonviolent marijuana possession over nothing, it is well understood that decrim without legal markets would empower the black market. NORML supports access to medical marijuana for minors, a position Mrs. Chambers would have to clarify. Ironically, Mrs. Chamber’s support of specialty courts would find her likely supporting decriminalization measures.  
