Gabaldon writes: “Cannabis use is an issue that needs to be addressed in our state, and I would support legalizing recreational use. Arizona suffers from high incarceration rates, where non-violent offenders are jailed alongside violent offenders, which can lead to high recidivism rates. This places a burden on our law enforcement and a financial burden on our state.”
