"I generally approve of the legalization of marijuana for those who can manage its recreational use. I do have a concern about its impact on the African American community. I was born and raised in California, and I still have family there. Marijuana has been legal for some time and my family report that it is having somewhat of a negative effect in the African American community. Like alcohol, some are using marijuana for escape rather than recreation. They are aware of the many social and societal forces that may conspire to make the African American community more susceptible to the use of the drug as an escape, making marijuana a potential gateway drug to others in some cases. I believe drug rehab clinics must receive greater funding in these communities. Gambling ads have signs saying “Gambling problem? Contact ….”. I think Marijuana ads should have the same caution “Drug Problem? Contact...”. I would also like to see longitudinal studies on the impact of legal marijuana in the various communities which could identify what, if any additional resources are needed. I also believe nonviolent drug offenders should be set free and their records expunged . And once marijuana is legal, they should also be allowed to be involved in the legal sale and distribution of marijuana. As things currently stand, in most places they would not be allowed to do so unless there is specific legislations addressing this matter."
