Jeffrey has publicly stated he wants to legalize, tax, and regulate marijuana, allow marijuana for medical use, decriminalize marijuana possession. 

It would be ridiculous for Virginia to legalize cannabis and not expunge the records of non-violent offenses pre-legalization. The whole movement of legalization revolves around the fact that cannabis has been mischaracterized and falsely stigmatized and unproportionately affects minority populations. 

Jeffrey believes that we need to expand access to medical care. If a medical provider believes that medical cannabis would be best for the patient's medical ailment then such in Virginia, should be available to the patient.
