There doesn't need to be a new ABC, generating more waste and more government barriers for people to jump. The Va Dept of Agriculture already has the entire apparatus to regulate the production of cannabis for adult use, and that is as far as regulations need to go.

Its ridiculous that people are in jail STILL while others are legally in dispensaries!

Patients, along with all adults should not be obstructed from obtaining cannabis in any way.
