Governor Shapiro beleives in the legalization of adult- use marijuana and the expungement of criminal records for small amounts of posession. He also propsed a 2023-2024 budget that "included estimates that take an adult-use marijuana market into account beginning in January 2025 and project about $16 million in tax revenue that first year, $64 million in 2026, $132 million in 2027 and more than $188 million in 2028. It proposes a 20% tax on the wholesale price of marijuana products “sold through the regulated framework of the production and sales system, once legalized.”" on 3/7/2023.

Governor Shapiro tweeted, "let me be clear: legalization must include expungement for those serving time for possessing small amounts of marijuana." on 4/20/22
Shapiro has stated he believes it is time PA legalized marijuana, and did so in a way which repairs harms done by prohibition in a tweet on 9/28/21.
