In response to 2020 NC Family Policy Council question, "Should NC legalize the use of marijuana for medical purposes?" Garrison responded UNDECIDED
With respect to HB185 - "Legalize Medical Marijuana" (2017), Garrison said: “Based upon a review of HB 185 along with information for and against the use of marijuana for medical purposes, it is my opinion that the matter deserves more study." “Secondly, it is my opinion that elected officials have a responsibility to vote in accordance with the will of the voters and/or to educate voters on a matter before casting a vote that may be contrary to their will. Finally, I welcome voters within Warren, Vance, and northern Granville Counties (NC House District 32) to express their views to me about whether or not HB185 should be decided by legislators or put to public vote."

Voted Aye on SB124-LEO Managed CBD Oil Drop Box (2018) which proposed that any individual who possesses or uses hemp extract, as defined under this section, shall dispose of all residual oil from the extract at a secure collection box managed by a law enforcement agency, and that any neurologist who approves of dispensing hemp extract to a registered caregiver, shall inform the registered caregiver that disposal must be done at a secure collection box.
